This data set contains polygon features showing land use delineations for the seven-county Southeastern Wisconsin Region, covering Kenosha, Milwaukee, Ozaukee, Racine, Walworth, Washington, and Waukesha Counties. The data set was collected at approximately 5-year intervals, and is current for the years 1963, 1970, 1980, 1985, 1990, 1995, and 2000. The polygon features were originally delineated on 1"=400' scale aerial photographs and board digitized. Recent inventories have been collected utilizing digital orthophotography and digital property boundary lines. The land use polygons are identified according to the Southeastern Wisconsin Regional Planning Commission's (SEWRPC) land use classification system.

This data set was collected to provide an inventory of land use in Southeastern Wisconsin and to be used for broad regional planning purposes.

The polygon features in this data set were collected by board digitization of information collected from 1"=400' scale aerial photographs. Portions of the 1990 and 1995 land use inventories, and the majority of the 2000 land use inventory, were adjusted to fit large-scale cadastral maps where such mapping was completed at the time of inventory. The polygon features were verified with software routines to insure completeness and integrity of lines and areas. The data set contains lines that intersect where intended, there are no lines that are entered twice, there are no overshoots or undershoots, and all areas are completely described. The area features are topologically structured polygon data with nodes at all intersections.

This data set was delineated by the Southeastern Wisconsin Regional Planning Commission Land Use Division and digitized by the Commission's GIS Division. The land use polygons were delineated according to the definitions of the Commission's land use classification system. To the best knowledge of the Commission GIS Division, this data set includes all of the intended features digitized from the source hardcopy aerial photos and maps and other source materials.

The 1963, 1970, 1980, and 1985 land use inventories were collected from hardcopy aerial photographs that were prepared to meet National Map Accuracy Standards for one-inch equals 400 feet scale mapping. Therefore, ninety percent or more of all well-defined planimetric features in these digital map files are within 13.3 feet of their true position on the ground.

Beginning in 1990, portions of the land use inventories were adjusted to fit large-scale (1"=200' scale or 1"=100' scale) cadastral mapping where such mapping was completed at the time of inventory. Therefore, ninety percent or more of all well-defined planimetric features in portions of the 1990, 1995, and 2000 land use digital map files are within 6.6 feet of their true position on the ground. For the remaining portions of the 1990, 1995, and 2000 land use digital map files, ninety percent or more of all well-defined planimetric features in these areas are within 13.3 feet of their true position on the ground.

Process_Description:
The initial land use inventory was prepared from 1963 ratioed and rectified aerial photography. Boundaries of land use areas were drawn on 1" = 400' scale hardcopy paper aerial photo prints by the Land Use Division staff. Subsequent inventories were prepared utilizing the respective year of aerial photography, as land use boundaries were delineated on hardcopy prints of the recent aerial photos with reference to the maps of the previous land use inventory.

In the 1980's, the GIS Division staff began digitizing the hardcopy land use delineations to convert the maps into digital format. In 1995, the Commission acquired digital and hardcopy orthophotography which was incorporated into the land use inventory collection process. For the 1995 and 2000 inventories, GIS Divison staff prepared 1" = 400' scale or 1" = 200' scale hardcopy plots of previous land use boundaries, together with available property boundaries, on the orthophotography. The Land Use Division delineated current land use boundaries with reference to property boundaries and ancillary materials, such as land use information prepared by local municipalities. The delineations were then digitized by the GIS Division and hardcopy plots were reviewed by the Land Use Division. The 2000 land use inventory was collected to fit property boundary lines where necessary for more than 90 percent of the Region where digital cadastral mapping was available at the time of inventory.

This data set consists of a set of digital inventories covering the years 1963, 1970, 1980, 1985, 1990, 1995, and 2000. The digital map files are arranged to cover one USPLSS township per file for each inventory year, and have also been merged to cover one entire county per file for each inventory year. The files are available in ESRI geodatabase and shapefile format.

The digital files contain land use polygon features digitized from land use areas initially delineated on hardcopy products (1" = 400' scale aerial photos and maps) for each year of inventory. The 1990, 1995, and 2000 inventories contain polygons that have been adjusted to fit large-scale cadastral mapping where such mapping had been completed at the time of inventory collection. The land use polygons are identified by an attribute consisting of a three-digit code and optional one-character suffix corresponding to the Commission's land use classification system. The land use codes for the year 2000 Land Use Inventory are provided below.
